Furthermore, the criteria will be revised to an evaluation instrument, of which reliability and validity will be tested. Hope to provide elementary school teachers guidelines they may follow while selecting or filtering website learning resources, and to provide web designers suggestions when they design kids learning websites. In order to reach the goals above smoothly, there are two stages of research design adopted and put into practice. Data is collected concurrently through qualitative and quantitative approaches, 18 studies about website quality evaluation criteria from 1997 to 2000 are reviewed and content analyzed. Two instruments developed, "Kids Learning Website Quality Evaluation Criteria Investigation" and "Kids Learning Website Quality Evaluation Instrument", are implemented with questionnaires by 105 and 244 elementary school teachers who have had experience surfing on the websites. The research results in five dimensions of evaluation criteria as elements of evaluating quality of excellent kids learning websites, including 50 items classified as website background description (7 items), multimedia features (7 items), interface design and structure (14 items), content (13 items), feedback and support (9 items). Moreover, elementary school teachers consider the sequence of importance as content, interface design and structure, multimedia features, feedback and support, website background description. The reliability and validity of evaluation instrument are tested as well. Finally, concrete suggestions are provided for elementary school teachers, web designers, and future research respectively.
