Besides, concerning the new generation of educational reformation in the 1990s, there were few postgraduate research theses in the past decade related to the study of educational changes of primary schools under the national and fundamental level. Accordingly, the mission of this research is trying to fill up the gap in this area of historical research. The methodology of this research is mainly document analysis and personal interview. The theme is to study the change process of the Ming-Chi Primary School in Hualien Hsien from 1993 to 2000. The main purposes of this thesis are listed as follows: 1.To search for a primary school, which changed from decline to prosperity; study the development bottleneck in school administration and the corresponding solution encountered in its revival process. 2.To study and analyze the success factors to reformation of this school in the revival process, which can become a reference case to future development of other similar schools. 3.To understand whether there is any problem after the revival process of this school. This can serve as a reference on future initiation of educational renovation to the administration of the school as well as the superior educational authorities. 4.For those who had devoted themselves to the revival of this school, to keep an archive as an evidence in the history. According to the research information: during the period of 1960s and 1970s, the Ming-Chi Primary School with grand scale had up to one thousand students. However, in the 1980s and 1990s, amount of students diminished due to the problems such as unfair school district division, and aging of the school building. Until 1993, there were just around one hundred students. The school was in the rim of being abolished or merged. After then, under the leadership of the principal Chin-Yi Huang, all staff members fully dedicated their wills, joined together and struggled for the school. “Nothing is difficult to a man whom ambition fires”. By the principal’s persistency and hard working, problems of school district and refurbishment of school building were solved. Meanwhile, substantial amount of subsidy was granted, which helped to improve various facilities. Examples were the establishment of a kitchen, tennis court, activity center, dancing classroom, etc.; as well as the teaching aids used in enrichment and professional classes including audio-video multi-media equipment, sport articles, Chinese and western musical instruments, and laboratory apparatus, etc. Administrative and academic staff members in the school fully co-operated with the registrar who implemented the educational changes, such as delicate teaching, small class teaching and the experimental nine-year integrated curriculum. In only seven years, amount of students in the Ming-Chi Primary School had grown by four folds, and it turned to be a famous school with over four hundred students in Hualien county. The development process of the Ming-Chi Primary School from decline to prosperity helps us to understand that a school facing development bottleneck, despite the adverse internal and external environments, can still be successful. There is no need to worry about being overwhelmed by the trend of change. The prerequisite is that all staff members resolve to review and learn, and join hands in hands to move under the plan towards the reformation goal.
