Through the documentary analysis of specific developed nations under this system, this research attempts to expand the historical development and future prospects of education choice of parents. It also surveys the current situation、public opinions、related theories、required conditions、possible limitations and necessary strategies. At last, based on the research results, the concrete recommendations are proposed as the reference of improvement or promotion for relative institutions. To achieve the above goals, the researcher explored the connotation through the methodology of literature analysis so as to understand the meaning、related theories、characteristics and development status in specific developed nations and our country. Then, the researcher used the interview analysis which not only helps readers to understand the opinions of interviewees composed of government and school administrative personnel、scholars and experts、teachers and parents, but also underpin former literature analysis. Based on the adopted methodology above, the conclusions are: 1.Education choice of parents has been existing at elementary school stage for a long time in our country, and will get more concerns. 2. It shows that people’s right to education has been noticed. 3. It is necessary to develop a multifarious curriculums of education choice of parents. 4. The implementation of education choice of parents is not only to meet the majority needs, but also to regard the minority opinions. 5. It is better encouraging students’ parents to participate in the school activities than accomplishing the education choice of parents. 6. In our country, the implementation of education choice of parents at elementary school stage is still controversial so that it is very important to be well designed. 7. We should seriously consider all the possibilities before implementing education choice of parents, and at present time, we should regard the improvement of the teaching quality in the public schools as the greatest urgency. 8. Teaching quality of schools is the most important factor influencing the implementation of education choice of parents. 9. It is a suitable way to develop a multifarious environment in public schools, and it is unfair to subsidize the private schools fee. 10. The maturity of citizen’s democracy has a great influence on the implementation of education choice of parents. Finally, the research suggests the following points for education choice of parents in our country: I、The suggestions to the education administrative department: 1.Government should initiate overall research on education choice of parents at elementary school stage, and take active moves for its implementation gradually. 2.Government has to set up and revise the related law, as the implementation of education choice of parents has to be based on law. 3. Education administrative department should provide the inducement to improve the teaching quality in public schools such as to develop the evaluation and teachers’ ranking systems、encourage the excellent performance schools in order to raise the morale. 4.To create a multifarious environment such as deregulation of school districts and encouragement of setting private schools. II、The suggestions to the schools: 1. Schools should practice the quality control systems in order to promote the teaching quality and form the school image. 2. Schools should amend the principals’ selection systems in order to stabilize the principals’ position so that they are able to run the schools smoothly. 3. Schools should develop the information systems so that it can provide the latest update information to the students’ parents. III、The suggestions to the teachers: 1. Teachers should be actively engaged in education reforms. 2. Teachers should enhance their professional abilities in order to meet the needs for education reforms. IV、The suggestions to the students’ parents: 1. Students’ parents should be actively engaged in participation in the school activities. 2.
