Summary:碩士 === 國立新竹師範學院 === 學校行政碩士班 === 89 === Abstract This research is based on literature analysis to investigate the policy development of English teaching for elementary schools in our country (Taiwan), and to study the theory pertaining with English teaching. Based on documentary analysis, the factors which affect English learning of students so that the scheme and current status of English teaching for elementary schools in Tao-Yuan County can be understood. A questionnaires which included education administration staff, principal, director of academic affair, teachers, and parents of students as survey samples has been designed for the investigation. According to the research results, some conclusions and recommendations have been issued. All these can be used as a reference for setting English teaching policy and further research. Some conclusions have been obtained as follows: 1.The policy of English teaching for elementary schools has been developed gradually under the concerns of Education Ministry. Some fulfillment have been reached, which would be the basis for nine-year continuity of courses executed in ninety academic year. However, in order to promote the efficiency of English teaching for elementary schools, some areas such as teacher scheme, teaching materials and teaching facility should be included in the policy. 2.Current status of English teaching for elementary schools in Tao-Yuan County is excellent. But the interest of learning English of students need to be improved. 3.The ways (methods) of English teaching are different between schools in Tao-Yuan County. 4.A majority of English teachers in Tao-Yuan concur with the "English teaching plan for elementary schools in Tao-yuan." 5.The difficulties happened to the teachers as they were teaching English are : (i) huge difference of ability among students, (ii) slow progress of study activity, (iii) leaning hour weekly insufficient for students, (iv) lack of practicing opportunity for students, (v) bad learning location, (vi) ability insufficient of teachers, (vii) lack of study opportunity, (viii) no learning motive for students, and (ix) teaching media insufficient. 6.Three main factors affecting the English teaching are (i) personal factor, (ii) school factor, and (iii) living experience and environment. Three recommendations are proposed as follows: 1.Recommendations to education administration (1)English teaching carried out in elementary schools is suitable. Further investigation of the applicability of English teaching carried out in low-grader classes instead of middle-grader classes. (2)Improving the capability of teachers by fulfilling in-service education program. (3)Enhancing the study and selection of English teaching materials for elementary schools. 2.Recommendations to elementary school (1)Improving the learning motives of students by using vivid teaching methods. (2)At least two hours weekly required for English teaching. (3)Create better English learning environment to improve teaching efficiency. (4)Providing more supports to English teaching. 3.Recommendations for further research (1)Extend the research topics (2)Enlarge the survey samples (3)Proceed long-term research (4)Using different research methods for compensation ,
