Abstract
The motif of this thesis is to research the examination, training, selection, appraisal and employment of the junior high and examination elementary school principals of Miaoli County. It is also to research the examination rules and the selection methods and to understand the educational different background factors which influence the selection system concerning the examination rules, selection methods, employment and training, and I finally bring out some suggestions to improve the selection systems for the junior high and elementary school principals of Miaoli County.
The research is mainly based on questionnaires and secondarily based on visits. Questionnaires on Junior High and Elementary School Principals’ Selection and Employment of Miaoli County , written by myself, is my research tool. The principals, deans, teachers, students’ parents, and educational administrators of Miaoli County are my main visiting groups. I choose 610 persons at random to be my study object and respectively analyze the material with frequency distribution and chi-squared tests.
According to the documents and the questionnaires, I bring out the following conclusions:
1) The principals’ selection ways should be diverse.
2) There are more people satisfied with the principals’ exam held in Maioli County.
3) The standards of the principals’ exams should be emphasized on personal character and management ability and leadership ability.
4) A principal should have administration experience for 5-10 years.
5) The oral and written examiners should be specialists, scholars, excellent principals, educational administrators, the teachers of schools.
6) The training period should be eight weeks at least.
7) The advantages of the principals’ selection system are to protect the certified principals, eliminate the unsuitable ones, eliminate permanent principals and promote the principals’ quality.
8) The members of the principal selection committee should be selected openly; and consider their locality and profession.
9) The selection work should be divided into three steps. The first step is to select continue —term excellent principals, the second step is to select incumbent excellent principals, the third step is to select newly-hired of well-experienced principals.
According to the conclusion of the thesis. I bring out the following suggestions for the selection system of the junior high and elementary school principals of Miaoli County.
(A) Suggestions to Miaoli County government:
1) Examining methods and choices of grades distribution should be more diverse and adaptable in order to be objective and fair.
2) Increase the objectivity of written and oral exams and measurements.
3) Extend the training period to eight weeks and adopt the mobile-studying way.
4) The training period should be in the summer vacation or winter vacation.
5) The members of the selection committee should include the representatives of students’ parents, teachers’ association, scholars, school administrators, educational authority, and local persons of integrity.
6) After the execution of the principals’ selection system, there should be a set of sequential steps to match it.
(B) Suggestions to the further study:
1) To realize and analyses the differences between junior high school and elementary school staffs.
2) Extend the objects of the principal selection and appraisal items.
3) Increase more suitable people to visit.
