We use the object-reuse concept and embedded the Computer Aided Prototyping System(CAPS) technology to reduce the reproduction cost and to increase the software quality and efficiency. We propose a mechanism of software component outsourcing. Organize a virtual team for software development and decompose software systems based on the Prototyping System Description Language (PSDL) into several atomic components such that the members of the virtual team can implements them by using reusable components in the software component base through the internet.
