Therefore, to develop the career development system for military is the best way to help the military coupling with this change. But the military did not have a well-built career development system to help professional military improving their quality. Otherwise the military faces the environment changes rapidly due to the changes of international situations, development of defense technology improved, change in war style, decrease in defense budget and execution of new defense policy. The goal of restructuring organization is to meet the demand of national safety that is to have high quality of national military force. Right now the military faces some serious problems, such as excellence military officers left, existing military officers lost their personal objectives, and policies failed due to the change in structure of human resources (demand increase in quality improving, demand decrease in quantity) and the rapid development in economy. Therefore, how to solve previous problems is to develop a well-built career development system to help military officers find their personal goal in the military. This study is focused on building the system of career development for professional military officers under environmental changes. The author has been studying and analyzes all related information and resource about the system of career development to suggest an available solution to solve shortcomings in existing career development system of national defense.
