A large volume of previous research has focused on related issues of production externality. However, the issue of optimal insurance policy under production externality has not received adequate attention, and has not been properly addressed. In this paper, we analyze the demand for insurance and the labor market under different government insurance policy intentions. Moreover, the issue of optimum insurance policy is also analyzed in this paper. Keyword: Health Insurance, optimum insurance policy, output uncertainty, demand uncertainty, output pollution.
