Most social welfare agencies expect social workers to have high commitment to their organization and devote to their job. According to the study of profit organization, organizational commitment is good in forecasting employee’s effort in their work, absenteeism, and turnover. The study tried to understand social worker’s organizational commitment and its correlated factors, and to provide suggestions for social welfare agencies. Self-report survey is used by the study,snow ball sample of social workers and managers in all social welfare agencies was included. The study had seven hundred valid questionnaires from the respondents of social workers, and ninety-nine valid questionnaires from managers. The results of this study were: 1.Sex, the number of social workers in social welfare agencies, and the title of work were not significant correlates of organizational commitment, while others were significant. 2.The difference between manager expectation and social worker’s performance in terms of organizational commitment were significant. 3.The independent variables explained 64.4% of the organizational commitment. The non-changeable variables explained 4.5% of organizational commitment by itself while the changeable variables explained 43.6% of organizational commitment. The significant independent variables were work satisfaction,professional commitment,and benevolent leadership. Based on these finding,the study proposed some recommendations for social welfare agencies to increased organizational commitment for social workers: 1.To emphasize the social worker’s professional background. 2.To increase work satisfaction of social workers. 3.To raise the professional commitment for students in school and social welfare agencies. 4.The managers are encourage to assume a benevolent leadership which is nurturing for social workers. 5.The managers have to adapt their leadership to the diversity of the job performed by social workers. 6.The managers have to adjust their expectation on the organizational commitment of social workers. 7.To increase the number of social welfare agencies in the ecology of non-profit organization in Taiwan, especially in the rural areas.
