| Summary: | 碩士 === 國立成功大學 === 都市計劃學系 === 89 === A prolonged scrutiny period for the current development planning，an inconsistent regulation on the scrutiny items and the control of land-use，and an individually subordinated exertive scrutiny structure，all these factors mentioned above has permanently resulted in non-equanimity of city rural area development and control for promoting a reasonable land-use，upgrading people’s life quality and meeting productive environment need，the Executive Yuan launches“National Development Schemes”and proposed“The Draft of the National Development Plan”based on an efficient and equal management goal .The new structure of National Development Schemes and performing systems could be divided into three levels；“National Integrated Development Schemes”, “The Local’s State Integrated Development Schemes”, and“City Rural Area Schemes”Under the new structure of Schemes，how a local government identifies the scrutiny’s organization, responsibility and highlights has become a key fatter to firmly promote the future “National Integrated Development Schemes”，The study mainly defines the scrutiny issues of the current district plan，urban plan，provincial integrated development plan and future coherent solution among them .The study，through the Delphi approach，statistically extinguishes the difference of recognition on scrutiny responsibility and establishes a scrutiny system for local plan so as to provide a reference for local government .
