The government speeds up the steps of the deregulation and privatization of government enterprises such as the Taipower and Chinese Petroleum Co. and operation strategies. The law has strong influence over the business. After the liberalization and privatization, the law will be difference. This research wants to find the law which influences over the business. It introduces the characters of electricity industry and compares Taiwan with other countries that have the similar geographic environment. We want to compare the difference law that influences over the business. And how it influences the Taipower. It is very important to make the law before liberalization and privatization. Only the law is made well the liberalization and privatization will be success.
