碩士 === 國立成功大學 === 工業管理學系 === 89 === In recent years, the political, economic and social changes in Taiwan have brought about drastic impacts upon the investment environment. However, the business and investment conditions in foreign countries are comparatively more complex and tougher than those in Taiwan. On overseas investments, in addition to the economic, political and technical factors, human resource is another vital element to be taken into consideration. This thesis focuses on and compares the human resource conditions and its satisfaction degree in ten Eastern Asian countries, including Japan, HK, Singapore, Thailand, Malaysia, the Philippines, Indonesia, Vietnam, China and Taiwan. Combining the opinions of foreign and domestic scholars and experts in human resource, I hope to present an efficient measurement index. By the analytic hierarchy process and the fuzzy synthetic referee of indefinite synthesis, I expect to figure out the ratio of each structure on human resource. First, from the result of the AHP, we know that in Japan, Singapore, HK and Malaysia, the questionnaire answerers pay attention to the human resource quality most. In Thailand, the Philippines and Indonesia, the questionnaire answerers place emphasis on the labor-capital relations most. In Vietnam, China and Taiwan, the questionnaire answerers care about the labor resource cost most. Then, from the result of the fuzzy synthetic referee, we know the whole satisfaction quality on human resource. Japan is the first, Singapore the second, HK the third, Vietnam the fourth, Malaysia the fifth, the Philippines the sixth, Thailand the seventh, the Indonesia the eighth, the Chain the ninth, and Taiwan the last.
