The more arduous and contributing experiences he has than ever is the handling of the Manchurian Incident. This study reviews the role of Koo in this significant international affair from various stages, such as judging before and after the crisis; making the policy about Sino-Japanese negotiation; proposing to establish the Chinchou neutral zone; dealing with the Shanghai Incident; assisting the Lytton’s Commission with inquiry; and defending the Chinese position against Japanese views.
Besides related books and articles, this work is based upon some primary source materials, including The V. K. Wellington Koo’ s Memoirs, (Great British) Foreign Office Confidential Print 405, Foreign Relations of the United States, and Documents on Japanese Foreign Policy. It also attempts to represent the historic event in different way─using analytic levels and models of International Relations fields.
