Picture Archiving and Communication System; PACS is the new technology adopted by medical institutes recently. It can transmit real time medical images on line and is able to reduce cost, the risk of losing medial anamnesis, the waiting time for both doctors and patients, and the dispose expense of the medical waste so that medical institutes can improve their competitive advantage and achievement. The outcome of the research will be helpful for decision makers of medical institutes in making their PACS investment decisions.
