A case study of the National Tax Administration is also introduced. Despite providing the computer software application, a computer service total outsourcing includes computer hardware operation/maintenance, network facilities offering, and as well as the computer faculty supporting. The outsourcing procedures are very complex that is why a price-oriented competition outsourcing case difficult to keep the service quality is. Subcontracting usually reduced the service quality is a side effect, for instance. However, the government budget deflation marches the total outsourcing policy. Therefore to analyze the strategies of how to keep a total outsourcing quality and what the procedures ought to be are the arguments of this report. This report begins with the review of theories concerning organization features and management features from the related literature. A management model for information will then be developed and verified by means of procedural management analysis. The induced standard outsourcing processes; including the entrust procedures, committed jobs, and roles play between partnership; were based on the empirical study of the National Tax Administration computer information service. These interviews were also extending many management problems, for instance project management, requirement change management, construction management, verification management, contract management, and vendor technical support management. The contribution of this research is to propose the solutions of the requirement change control management, contract executing monitor management, system specification verification management, vendor supporting capability evaluation management, operation system investigating management, and system application feedback management. The research are focused on: 1. Formulating the definition and scope of computer service outsourcing and its related problems, and exploding the factors affecting the enterprise’s decision on information outsourcing. 2. Classifying the correlation between information outsourcing and contractors and the formation of partnership in such activities by observing the management features and characters of an organization such as company mission, scaling and enterprising. 3. Deliberating the purpose of the government total outsourcing. 4. Identifying the related problems of information outsourcing such as requirement change management, contract management, verification management, vendor support mechanism, operation environment, project team, user management, and the operation mechanism of online application system monitoring, and to propose the solutions. 5. Constructing a management model for information outsourcing by studying the case of the National Tax Administration. This research based on investigating five different divisions of National Tax Administration, and visiting 10 employees who joined the process of total outsourcing. Eleven problems out of thirty-eight collections are management problems. The lack of connection between company and vendor, for example, makes system data communication difficult that can not be found until step on integrating phase. The final of this report is to propose the solutions of the problems listed above and to give seven control strategies.
