As time changing and knowledge increasing, people will usually ask the government to do their job fully with creativity, aggressiveness, intelligence, elasticity, efficiency and effectiveness in reaching desired outcomes. Moreover, people also wish their government should have the abilities in setting their executive goals and strategic planning.
Administrative reform movement means the role changing of modern government should have the capability of adaptation and the ability in facing new challenges in the future.
Therefore, this study will focus on the effective and valid reengineering process in exploring the significant relationships between organizational strategic factors and entrepreneurial government, the concept-actualization of customer-oriented services and broad discussion on the methods in satisfying people’s needs.
Through a series of literature review, the significant results and main findings and organizational relationship, people will be usually and certainly dissatisfied with the quality-service relationships if their governmental administration and management without the entrepreneurial spirits.
