It has become more important for a firm to satisfy the due-date requirement of a product development project than to meet the available resource capacity in today’s globalized and highly competitive market, since a late project will incur a great sales loss or a large amount of penalty to customers. In contrast with traditional resource-constrained project scheduling problem (RCPSP), this research considers the due-date constrained of a project as a hard constraint that cannot be violated. To cope with unexpected events occurred during the product development and to maintain a “satisfactory” project schedule, the research problem is modeled as a due-date constrained project scheduling problem. Our purpose is to develop a new scheduling methodology based on evolutionary algorithms to adjust the disrupted schedule with the minimal violation of resource capacity constraints. And the new evolutionary algorithm will use the start-time chromosomal representation. The proposed approach allows project managers to evaluate their resource allocation and outsourcing decisions under the determined tight due-date requested by the customer, especially for the situation where resources are nearly fully capacitated or even over-capacitated. It also allows an R&D organization to quickly recognize the impact of unexpected events and rapidly repair the disrupted project schedule.
