To secure a clearer picture and credible result on this, the author uses four out of the 16 government registered welfare organizations in Changhua prefecture as target of study, they are Xiu-Ho, Chi-Cheng, Hai-ton and Wu Sheng Temple. The selection was based on their clearly defined purposes, frequent activities and higher lever of their names know to the public. Method used are, basing on the principle of organization and its management, data collection, sorting and interviews in depth with the personnel in charge. We are able to secure the following results. 1.For those established at early days before other similar ones, the purpose of stabling such organization are usually aiding the poor and of urgent needs, helping the emergencies. For the newer ones, they have adopted newer concepts, by directing the resources towards prevention of difficult times, prevention of certain diseases, social problems (such as Single parent child problems, Single aged person living alone, or orphan benefits, etc.) 2.The activities of these organizations are mostly limited to the needs of local communities, the subjects are usually far reaching (into the core of problems) with fast result yet it is usually failed to reach the people in a wide and common fashion. 3.The final score of the activities are in relation to the leaders of organization as well as the willingness of those people who volunteered in such activities. 4.Operating funds of these organizations are usually insufficient which is due to the fact that these organizations use only the funds (interests) earned from its original capital input. We suggest those in charge adopt the practice of charging admissions, partially to help lower the financial burdens to undertake those activities, partially allowing those who reacted to the activities the sense of participation as well as getting to know the preservation of resources. 5.The leaders and volunteers of the organizations need special training, assistance and making the finances clearer to the public in order to secure public trust and confidence. This would also help these organizations in securing the governmental sponsored activities such as welfare benevolent deeds. To enable better management towards organizations of this nature, the government should establish self appraisal chart, more strict level of supervision, placing heavier emphasis on the activities offered by these organizations to assist the total expansion of activities sponsored by them. 劉原超 2001 學位論文 ; thesis 0 zh-TW |
