Especially recent earthquake, which occurred in the vicinity of Chi-Chi on 21, September in 1999, demonstrates that cities are becoming increasingly vulnerable to disaster. Since the earthquake can not be predicted by scientific technology, the only way to mitigate the earthquake disaster is to build a sound urban disaster rescue operation systems. However, the existing rescue facilities and resources can not be effectively controlled and integrated in urban area after the earthquake disaster occurred. This study is intended to set up the decision support systems (DSS) for layout of disaster rescue area (DRA) and to improve the performance of urban disaster rescue systems under limited resources and time. The systems will integrate rescue facilities, such as fire stations, police office, medical service (hospital) and resource supply stations, to determine the DRA by applying the central place theory combined the network and location theory. The techniques of Geographic Information Systems (GIS) are also applied to retrieve and analyze the spatial information. The DSS for layout of DRA can be used to investigate distribution of rescue facilities and disaster rescue operation system in existing urban area or new town planning project. It is also to evaluate the service level for the basic DRA and to improve rescue facilities and resources service quality in potential risk areas. Finally, this study will be more effective to response the distribution and operation of rescue facilities and resources in the urban area and the results of this study can be used as reference for disaster rescue decision making to mitigate the earthquake disaster.
