RTMPC had been amended 8 times in the past 33 years. We can rely on the authorities to amend again in the short-term in order to administer the road traffic, but in the long-term, it should be reconstructed a new act what is logical. In the fundamental acts of road traffic, “Road Traffic Code” is the most important one for the authorities to administer the road users. And in the democracy society, the authorities should have a perfect act to administer the road users. The research was deliberating upon the principles of the Constitution and the Executive Process Code, and consulted legislating technology and the rules of some of the advanced foreign acts. The author discusses the essential subjects of RTMPC, trying to reconstruct the “Road Traffic Code” and its’ enforcing bylaws. The dissertation consists of seven chapters: Chapter one explores first the motive of this research and reviews the relevant literatures. Next, the author discusses the purpose and methodology of it. Chapter two analyzes the acts of road traffic in Taiwan, the main point of correction of RTMPC all previous, and the foreign road traffic acts. Chapter three discusses the general principles of Road Traffic Code, including the title and form of the code, and so on. Chapter four discusses the main principles of Road Traffic Code, including the right of way, the motorcycle management, the driving license management, and so on. Chapter five discusses punishment principles of Road Traffic Code, including the various, process, enforcement and the guarantee of the code.
