In theoretical that maybe eliminate the waste on the parasitical、the restricting of administrative decree and the time to verify official documents, but also to promote the efficiency by market competition. Therefore that become a prescription to improve the efficiency for long-term to dispose natural resources. At present most of the wastewater treatment plants of industrial districts were operated and managed by the government, although that was accept by the people, but due to restricting of administrative decree or because of systems lack elasticity. That result the poor treat efficiency or badly damage of facilities. In consideration of that, this research was aimed to the possibility of delegating the operation, control & management of the wastewater treatment plants of industrial districts to non-governmental groups. In order to establish up a delegate system to solve those problems.
