Therefore, the key success factor for the investment project is to evaluate the plan in advance systematically. The purpose of this study is to form an evaluation framework that considers current technology as that a feasible evaluation processes can be executed. The proposed evaluation process consists of three levels: strategic, operational, and financial evaluation. First, a QFD''s relationship matrix was formed to select the most competitive factor in the manufacturing process. Second, an AHP model was used to select the best alternative. Third, the analysis of economic and effectiveness was performed. This evaluation model was used to evaluate the introducing the BOPP (Biaxial of Polypropylene) facility for a practicing company.
