To impliment the region concept of MAT in a service provider domain, the Gateway MSC (GMSC) of the domain is designated as the region access point within the MAFFinder component resides. The proposed MA-based IoD realization can greatly reduce the signaling traffic and service downloading traffic in the 3G mobile communication systems. In this paper, we use the idea in the dynamic service provisioning. At the last, we will build a proability model to compute the expected value and evaluate the performance of the dynamic service provisioning for incoming and outgoing calls.
