Many tasks in manual have already changed into automatic ones. Suck like distance learning, video conference, and so on. And we notice that, many publications such as newspaper, books, and research paper can be read online. This is so convenient that people can get and exchange the newest information through the network. As we mentioned, scholars also can let his/her researches be shard by others. If we can design a system for scholars to publicize their researches easily with the network supporting, it will accelerate the academic contributions. In our Electronic Journal Management System, we include five parts for this system. However, the system development focused on a particular case, the electronic publishing, distribution and retrieval of The Tamkang journal of Science and Engineering of the Tamkang University. There are Author Part, Referee Part, Administration Part, Submit paper Part and Conveners Part. In Author Part, Author can submit their paper to Tamkang Journal of Science and Engineering and view the paper’s review form. In Referee Part, referee can evaluate paper and modify review form. Editor-in-Chief, Executive-in-Chief and Executive Secretary are in Administration Part. Editor-in-Chief could select convene and referee in our system. Executive-in-Chief and Executive Secretary could receive new paper and send the proof read. In our Electronic Journal Management System, we also provide a information system to them. Therefore, they can communication to each other. In our system, we also provide many tool to the general user, we help that the system could be useful to everyone.
