碩士 === 淡江大學 === 大陸研究所 === 88 === Since 1992 the People’s Republic of China (PRC) began to promote the Establishment of Private Schools; and at the end of 1997, the Private School Establishment Act was passed. Many other related Acts were also passed. At the same time, this creates many problems and obstacles. In order to solve the financial needs, PRC invites the international world traders from Hong Kong, Macao, Taiwan and oversea Chinese to support the Education System. This becomes a popular issue in Taiwan. However, as the political tensions between Taiwan and China are not yet solved or eased, what kinds of problems would the Taiwanese traders face if they are going to establish the Private School System in China? After the establishment, what will the school’s fundamental and organizational systems be? Due to the differences in the environment and concepts, how can the Taiwanese manage the schools in China under different political system? The purpose of this thesis can be classified into four categories: 1.To explore the legal aspects and problems that the Taiwanese may have in the opening of the Private Schools in China. 2.To identify the problems that the Taiwanese may have in support of the schools in China and the issues which may arise from this procedure. 3.To examine Sheng Da College of Zhengzhou University’s structure and organization. 4.To evaluate the problems regarding the management of the Private School in China. Thus, the first chapter of this thesis is to explain the motivation, purpose, and legal aspect of the Private School in China. The second chapter is about the Establishment of Private School Act in China and its problems. The third chapter is about Sheng Da College of Zhengzhou University’s current situation and its structure. The fourth chapter deals with the existence of the school’s management problems. The last chapter is the comments and the conclusion of the thesis.
