Specifically, this study examines the role the government plays in making relevant regulatory choices, the strategies the foreign telecommunication businesses adopt to gain competitive entry into Taiwan''s mobile telephone service industry, and the competitive tactics the mobile telephone service providers employ to compete for market shares. Research methods mainly include analytical literature review and in-depth interview. Research results indicate that first the relationship between government agencies and private mobile telephone service providers are both competitive and cooperative. Second while foreign forces may have contributed to the restraint of domestic regulatory actions against fair competition in the mobile telephone service industry in Taiwan, foreign corporations may impinge upon the developmental course of Taiwan''s telecommunication industry to a substantial degree due to the drastic increase of foreign investment cap. Third partly because of the inefficiency of governmental control over the management of radio frequency and the construction of cell towers, telecommunication quality in the rural areas is noticeably inferior to that in the metropolitans. Consumer rights are suffered for the sake of commercial profits in the rapid expansion of mobile telephone service industry in Taiwan.
