Ta-chia River is a main river in the middle of Taiwan. The important water resource constructions along the river include Techi Reservoir, many power plants and Shigang Dam and the function of them is to supply electric power and drinking water. Because the purposes and the administrative departments of Techi Reservoir and Shigang Dam are different, they use their own rules to operate. By this way, they may waste the water resource. First, the thesis builds the graph of the Ta-chia River water resource system and collects the hydraulic parameters and operational rules. Second, by using simulation method, it designs several situations, assesses the potential capacity of providing drinking water and electric power of the water system under different situations, and finds the important factors in the system.
