Since most of them are merely planed and designed according to the basis of some experts'' experiences. Now, it is necessary to develop a method of choosing the critical sites and the proper traffic calming measures. In this research, the Risk Indexes of Pedestrian -Vehicle Conflict with respect to traffic safety, including Exposure Index and Severity Index, are developed. As to Exposure Index, the times of the pedestrians keeping away from the passing vehicles are adopted, and the kinetic energy of vehicle impacting on the pedestrians are considered within to the Severity Index. Both indexes have been verified that they do reflect the traffic safety condition of local roads. Besides, the level of traffic safety of each road is determined by using the Fuzzy Theory. Traffic calming measures must be implemented once the level of traffic safety is unacceptable. The last part of this research includes some examples of using scenario analyses to achieve effective determination on decisions of measures to solve traffic problems.
