The study was based on two survey polls. First, "The Current Development for Administration Networks" investigation forms were distributed to 140 elementary schools. 90 of them responded to achieve a valid response percentage of 64.28%. Second, another questionnaire entitled "User Network Attributes of Elementary Staffs" was used to gather two types of general information such as gender, age, education, position, years of service, computer experience, a computer teacher or not, having network equipment or not, and training records; network skills such as attitude toward networks, network literacy, network experience, user involvement and user satisfaction. This "User Network Attributes of Elementary Staffs" investigation questionnaires was sent to 900 persons working in Taipei Elementary Schools and 586 responded to achieve a valid response percentage of 65.11%. All the responses to the investigation questionnaires were analyzed by factor analysis, one way ANOVA, t test, correlation analysis, chi-square test, cluster analyses, and proportion with SPSS for Windows 8.0. The analysis resulted in the conclusion summarized below: 1. Each school had different levels of administration network, and most of them had an average level. 2. The network attributes of the staffs in Taipei Elementary Schools tend to have an average level, and most of them accepted networks, and the factors such as gender, age, computer experience, a computer teacher or not, and training record were significantly different. 3. The user involvement of the staffs in Taipei Elementary Schools tend to be low , and the more positive the network attitudes, and attributes were and the higher network literacy, and experience were, the higher the user involvement was. 4. The user satisfaction of the staffs in Taipei Elementary Schools tend to have an average level , and the more positive the network attitudes, and attributes were and the higher network literacy, and experience were, the higher the user satisfaction was. 5. The factors such as gender, education, computer experience, a computer teacher or not, having network equipment or not, and training record were significantly different to user involvement and satisfaction. Based on these conclusions, suggestions were made to educational administration organizations, staffs in elementary schools, and teacher training organizations. The suggestions to educational administration organizations: 1. Person who response for his school information system should pass national test. 2. The software of administration network should be designed more user-friendly, and the information should be integrated. 3. Improve the communication of demand between staffs and designers. 4. Provide training classes for the Principal and the office chief, and different level classes for different office demand. The suggestions to staffs in elementary schools: 1. The administrative chief should support the development of administration network. 2. According to the different learning experience of staffs, elementary schools should offer different level of training class. 3. Each office, subject, grade should be assigned one seed teacher. 4.
