ABSTRACT
This research was to explore the structural and functional establishment of the local Teachers In-Service Education Centers (TISEC) in Taiwan. The results would serve as a reference for local governments for designing and planning their TISEC. Besides collecting the related literature and evaluating the teacher in-service education policy, the author interviewed thirty faculty and staff representatives from teacher colleges, TISEC, and other normal universities in Taiwan. The purpose was to understand the appropriate responsibility, social expectation, and operational conditions for TISEC. In addition, a questionnaire was developed and distributed to the faculty members of the elementary schools in the Hsin Chu county area to evaluate the TISEC operation and investigate the faculty degree of satisfaction with the TISEC. A total of 762 questionnaires were distributed and 530 valid ones were collected. The SPSS statistical software package was used to analyze the data. The following results were concluded:
1.To match the goal of life-long learning, the educational administration of local government must take the responsibility and accountability to maintain the quality of the professional development for its teachers.
2.The similar in-service education and training institutions for teachers in America and United Kingdom are established based on the principle of free-market competition; they have to compete with other similar originations. Therefore, they do not have unified structure. On the other hand, Japan in-service education and training institutions for teachers are very unified and well organized because they are funded by the government. It seems that Taiwan TISEC are similar to Japan. Regardless of the country, their services include pre-service and in-service training and education for teachers, curriculum development, and educational research.
3.The study recommended that the local TISEC should play the role of coordinating, consulting, communicating, information gathering and distributing, and others for their faculty and staff.
4.The first stage development of the local TISEC should establish the departments of advanced study and resource service, and the second stage should set up the department of research development.
5.The Hsin Chu county TISEC has been established for 7 years; its operations and services are very effective and efficient, especially, under the shortage of personnel and facility. Therefore, it has been highly supported and recognized by the local government and public. Moreover, it works closely with the Hsin Chu County Computer Network Center. They together establish the Hsin Chu County Teachers R& D and Computer Network Center to provide better services for its faculty and staff.
6.The study also found that the real power to improve the professional growth for the faculty is their internal motivation to participate in the in-service education and training provided by the local TISEC.
