In contrast to the cold war era, when the emphasis was placed partially on the traditional, military-heavy security thinking, the “ New Security Concept” stresses the nature of the international community’s peace and development in the post-cold war period, trying to interpret a new national security concept from the economic viewpoint. The new security concept contains two meanings. The first is the Overall Security that takes overall measures to prevent any threats that might sabotage the current economic establishment and achievements. The other is the Mutual Security that is designed to create a peaceful and stable external environment as the means to sustain the economic development, which will bring about the Consolidated National Power into the new millennium. The end of the cold war has changed PRC’s strategic status in the international arena and with its rapid economic growth and military modernization, it has made itself a major competitor of the United States. PRC is convinced the reason that US identifies it as a potential adversary and adopts against it the “Engagement and Enlargement” strategy that reeks of containment is that US is unwilling to give up the confronting style of thinking of the cold war era and still uses hegemony and the power politics as the guideline of its foreign policy. In the face of the US’s hegemony, PRC realizes it has only limited power and is unable to match with it alone. However, by promoting the New Security Concept, it will be able to win recognition from the international community. This will not only cultivate a multi-polar checking force against US, collaborating with other nations to counter the US hegemony, but also create a security environment favorable to economic development through building mutual trust and dependence in the process of economic cooperation. The ultimate objective is plotting for the nation’s maximum interests and adding to its ante for hegemony. Strategically, therefor, the New Security Concept possesses two ramified meanings of both pro- and con-hegemony. In its stance against hegemony, PRC will continue to struggle against and counter the US hegemony as its historical commandment, while in its position in favor, PRC will boost its consolidated national power to the extent that enables it to pursue a regional, or even a global hegemony.
