Since the functions of software system are getting more and more complex, the problems of communication are getting more worse, therefore, it is a very important topic for managers to integrate the wisdom of intelligent agent and information technology efficiently in the phases of soft-ware development. In this study, we present a new prototype knowledge management mechanism that combines blackboard communication and agent functions in client/server intranet framework. By using the mechanism, users can easily input well-defined requirement to improve the problem of sharing experience and knowledge in system design communication. Based on the case of software testing, the feasibility of this study is proved. Keywords: Agent, Blackboard, 3-tier Architecture, Certification.
