Summary: | 碩士 === 國防管理學院 === 資源管理研究所 === 88 === The present study tries to locate some meaningful components found in introduction of ISO 9000 quality system to higher education institutes on the ground that nowadays both the pursuit for quality performance and the evaluation of operations quality has become a leitmotiv in higher education. Any college trying to win in the fiercely competitive world as a result of rapid increase in quantity of higher education institutes, exactly resembling businesses competing for survival and success in the increasingly open and varied communities on the planet today, has to seek for a direction for its development and establish its identity. Furthermore situated in today''s rapidly internationalizing world, a college has to face up competitions from not only domestic sources but also overseas sources; consequently only a college focusing on innovation and evolution strategically will keep developing and growing steadily.
The major findings in this study are as the follows:
1. It is identified that the key elements contributing to a success in introduction of ISO 9000 Quality System comprise five components: Total Participation, Documented Management, Top Management''s Support and Commitments, Training, and Planning in Advance.
2. It is further identified that the benefits, contributions to the faculty and promotion of efficiency after introduction of ISO 9000 quality system are the components for evaluating a college''s performance.
3. The key factors for success in introduction of ISO 000 quality system shows an obvious relationship with the performance factors after introduction.
4. Among executives, teachers, clerks and students there is an obvious difference in awareness of the influence the key factors for success in introduction of ISO 000 quality system to the performance after introduction.
5. Among executives, teachers, clerks and students there is an obvious difference in awareness of the key factors for success in introduction of ISO 000 quality system.
6. Among executives, teachers, clerks and students there is an obvious difference in awareness of the performance factors after introduction of ISO 000 quality system.
7. The executive, teacher, clerk and student groups, each shows an obvious difference in the awareness to the role of students respectively. It is also evidenced that the role of students does not remain single-fold and the change in the role varies as a result of variation in the "point of time" where the students situated.
8. A college resembles a small-scaled social system and every link or section under this system plays its part in contributing to the quality level of the college. Consequently, the success of improvements in its performance rests primarily on the consensus and devotion of all faculty members. The introduction of ISO 9000 quality system to higher education institutes itself promotes the teaching quality (indirect effect) through improvements in the aspect of institution, while improvements in institution do not result in any conflict against the teachers'' autonomous rights. Furthermore, in the approach for enhancing teaching quality, the interaction between teachers and students is likely to be the key element. Introduction of ISO 9000 quality system to higher education institutes is fundamentally adopting the spirits and principles that ISO promotes, therefore, it is necessary to transplant and apply the principles ISO defined to the educational systems.
