碩士 === 國防管理學院 === 資源管理研究所 === 88 === Being a welfare country is the view of most governments today . R.O.C also has similar high demand of social welfare. Especially after the election of presdents, it seems that it has become a strategy to win the election. Meanwhile, In order to defense the threat from mainland china, we have to increase the defense budget year by year. Therefore,R.O.C’s fiscal condition make worse than before especially after the 921 earthquake. In order to solve this fiscal problem, this study explored the time series model to forcast future revenue and defense ＆ social welfare budgets ect . Then, with the approach of system dynamics to find a better policy to decrease the gap betweem revenue and expenditure. Results demostrated that，The demand of budget in welfare, defense, and debit will be highly developing in the near future. On the hand, the supply of budget will be lower developing. Therefore, the result of this study indicates that： 1. It is a problem of fiscal deficy in the near 5 years. 2. The best policy to diminish the gap is both to increase tax’s rate to 0.15 and decrease budget demand’s rate to 0.08 in the near futures.
