碩士 === 國立東華大學 === 教育研究所 === 88 === Abstract On account of the influence of the current trend─Deregulation of Government, Replacement by Market Economy, “School Choice” is the focus of educational reform in many countries. Since it is related to students’ rights and interests, Government has to formulate and carry out the school choice policy carefully and deliberately. In consequence of the above-mentioned statement, the purposes of this study are as follows: first, understanding the skeleton of school choice; secondly, realizing the real situation of the case study sample; thirdly, constructing the initial model of the school choice policy; fourthly, analyzing the influenced contents and influential factors, calculating their weightiness, and proceeding the policy simulation; finally, according to the result, making related suggestions. To achieve these purposes, this study first reviews the related literature to analyse and realize school choice, and then construct the initial model of the school choice policy. Besides, the researcher interviews the inspector and principals of the case study so as to revise the initial model; moreover, using the Analytic Hierarchy Process builds the policy framework and calculates the weight. finally, employing System Thinking forms the dynamic system and proceeds the dynamic simulation. According to the above purposes and methods, the findings of this study are summarized as follows: 1. There are four factors─“school size”, “student’s family background”, “traffic and distance”, and “community ideology”─effecting the practicable probability of the school choice policy. 2. The most important items of the influenced contents and the influential factors are “the arrangement and design of curricula”, “having the choice right”, and “the authority for personnel”. 3. If we alter the adjustable factors in the proceeding of simulating policy, the value of this policy will raise; besides, in this study, “school size”, “traffic and distance”, and “teacher effectiveness” are adjustable factors; therefore, finding the best timing to adjust these three factors will obtain the best result of the school choice policy.
