In order to solve the problems of early intervention for developmental delay children, to integrate the policy and profession is required. Therefore, the researcher applied the procedural evaluation method on studying "The program of integrating early intervention for developmental delay children of Kaohsiung City Government", and some suggestions are offered as reference for early intervention work in the future. This study was done by qualitative research, and the information was collected through studying the social service delivery system and interviewing the staff and people in need.
The results show that on the first stage of discovery, although the methods included all the units and people who may be able to help the individual case, some units and staff did not or did not know that they should notify it, or unwill notify it. Concerning promotion ways, the social and political, the hygienic and the educational systems are needs to be improved. In general, people''''s awareness of notification is not enough yet. Third, forms of notification and referral are united, but evaluation forms are not. On the second stage of referral, users were satisfied at consulting service and professional consultants. Nevertheless, because there are not enough consultants, they always have too many burdens to well take care of each case. Second, the discussion of each individual case, file management and follow-up are all under a professional, computerized and standard process. Third, regarding referral part, every unit, social and political systems are cooperated very well. Unfortunately, the hygienic and educational systems need to be improved. On the third stage of evaluation, the evaluation center is able to fulfill the needs; however, the united evaluation center does not have the function of unifying evaluations. Furthermore, the evaluation done by doctors cannot unify and integrate well. Also, since it took too much time to do evaluation, the users were unsatisfied, either. Regarding the evaluation reports, sine the information was not well exchanged, related reports did not really help the follow-up intervention and placement. On the forth stage of intervention and placement, users were satisfied at the reasons mentioned. Second, due to the lack of related resource, it is hard to provide united service for the placement, intervention and education. Third, concerning the placement part, the resource is not enough; therefore the service provided is not good. Plus the available resource is not well integrated. Generally, all the units cannot really integrate, which unsatisfied users.
According to the results, the researcher offered following suggestions for improving the service. On the first stage, it is necessary to help and enforce the units and staff build up the correct concept. Also, establishing parents groups or organizations to help parents overcome the psychological obstacles is essential. Third, simplifying the procedure of notification and encouraging staff to notify. Forth, unifying the forms for proper placement and referral. On the second stage, it is needed to increase referral-consulting service, professionals and budget for proper referral. Furthermore, periodically holding on job training to raise staff''''s sensitive observation ability, and introduce the latest skills and knowledge in order to provide appropriate service. Third, referral need to be systemized for guaranteeing the service quality and clients'''' right. On the third stage, it is important to establish more united evaluation center to share overloaded cases, so that the quality of evaluation and intervention will not be delayed. Also, to enact reasonable evaluation cost and increase rewards will attract more people join the field of early intervention. On the forth stage, it is indispensable to establish more placement and intervention organizations and increase more educational resource and structures for guaranteeing development delay children''''s developmental opportunities. Moreover, to well us the available resource and increase the opportunities of placement and intervention will guarantee the service quality. Concerning service integrity, it is necessary to give impetus to the available intervention groups, enforce their function. So that the difference of the integrated problems between the institutions and units will be avoided and be able to well cooperate.
