碩士 === 國立成功大學 === 都市計劃學系 === 88 === 【Abstract】 The deterioration of river basin and water resources ecological environment imputes to the inappropriate land control and development, and the causes are the diversified regulations and power of river, water resources, and environment related agencies. This study started from the river basin managing agency with legal basis, to carry out unified power and integration of water and land resources. Using regional planning as the execution basis of basin management agency, this study first discusses the river ecology and tides, and relationship between river basin management agency ''s own organizational structure and its form, to establish basic concept and structure with integrity as the basis for principle establishment. Through different administrational systems of UK and USA, and the derivative water resources management agency, cooperating with the reinventing experience and operation mechanism by these two governments, to discuss the organizational form and management framework of Taiwan''s water resources management system. Furthermore, using them as the basic data for reviewing management system and legal framework of Taiwan''s water resources, to prepare the elementary organizational form and management mode of basin managing agency, and principles of governing range. Since this research uses Kao-Ping Creek Basin as the practical area, to carry out discussion on water resources environment of Kao-Ping area and related topics, cooperating with water resources analysis on Environmental Space, it carries out analysis on the water using situation of Kaohsiung-Pingtung area, as the basis for basin managing agency to manage water resources. The establishment principle of the agency, cooperating with regional requirements, are used as the basis for establishing managing agency of Kao-Ping Creek Basin. Finally, environmental ecology is the objective for establishing Kao-Ping Creek Basin management agency, adopting centralization management. Using organized organization form, to separate policymaking and management execution, and further to use as the operating mechanism of the agency. 1.
