While other studies have focused on building a humane city, emphasizing such humanistic aspects as recognition and cultural style, the more recent studies have concentrated on designing an integrated image or reviving existing characteristics. This study uses the city of Taitung, Taiwan as an case study for urban design strategies. In the first stage, Taitung is positioned as a tourism/ecological city based on the impressions of both local and foreign residents. In the second stage, direction for designing the image and planning urban policies are obtained based on experts’ and scholars’ inputs. In the third stage, the opinions of industries, government, academia and citizens are prioritized using Fuzzy Delphi Method to provide guidelines for designing the image of a sustainable city. Previous efforts for designing a city’s image have mostly been limited to the provision of infrastructures. In designing the image of a city, the interests of regional developments are actually better served by integrating external image and internal functions. This can be achieved by incorporating residents’ inputs during the design process. Consensus can be built by integrating the opinions of different interest groups plus those of both the public private sectors. One of the problems in strategic formation is that the objectiveness of strategies is often questioned. In the popular Delphi Method, for example, difficulties exist for quantifying various inputs. This study employs the Fuzzy Delphi Method, which uses geometric average to test the discrepancies between different opinions, can decrease the fuzziness of traditional expert questionnaire and provide a better means for prioritizing the design strategies.
