| Summary: | 碩士 === 國立成功大學 === 都市計劃學系 === 88 === Safety is the basic need for the mankind and also the fundamental requirement for sustainable development, which is the precious lesson we have learned from 921 Chi-Chi Earthquake. The objective of the study is to develop the up-to-date concept for the field of earthquake disaster management, and establish the risk management module of urban earthquake disaster by coordinating with geographic information system. The related studies in the past were integrated, and the risk and socioeconomic factors were correlated in order to define the risk degrees of earthquake disaster. The risk indexes are divided into the collapse of building, the spread of fire, and the access to refuge and rescue. Through the questionnaires filled by the specialists, the risk indexes were weighted individually. In the study area, the risk degrees were acquired by analyzing the risk indexes. Using geographic information system in integrating the spatial and attribute data, the delimitation of risk zone was done in personal and property aspects, respectively. The risk management strategies drafted in both city and local levels are based upon the analysis result of environmental planning and risk management aimed at the risk degrees in diverse space. The strategies can be a useful reference for the governmental and private organizations in responding to earthquake disaster.
