But many of them are limited in“build”lesson. In fact, the government could neither build nor solve existent problems of public developments, such as long-term loss in operation and facilities oldness. Therefore, it will become another important trend to import the civil organizations to take part in public developments renew and operation in the future. So, this thesis intends to aim at this lesson. At present, most of the cultural developments in Taiwan also face the same predicament. But under the circumstance of the financial difficulties, the government can not afford renew and operation of the facilities. So, this thesis intends to take cultural developments as a major object to discuss the relative lessons of the private participation. Then, to find out the possible questions of the private participation in cultural developments by the case of the Kaohsiung Cultural Center. The major contents of this thesis include:The chapter one and two are declared the motive and the purpose of this thesis, and review the relative literatures. The chapter three is to research the situation and the problems of local cultural developments, so as to understand its restricts in the development and trend in the future. The chapter four is to research the trend of the private participation in cultural developments in Taiwan, and then analyzes the terms, the law environment, and the structure of cooperation in the subject. The chapter five is to take the case of Kaohsiung Cultural Center into practice. After synthesizing above chapters, we obtain the conclusions and make relative suggestions in Chapter Six. Concluded the above research results, there are some conclusions mentioned below: 1. The government should revise the traditional plan process of the cultural developments, reinforce the coordination and integration between participants, and inquire suggestions of the user, the cultural groups and the civil organizations in the future. Hope to develop expect benefit of the cultural developments in this way. 2. Establish the concept of maintenance and marketing to achieve the long-lived management of the cultural developments. 3. Because the categories of the private participation are numerous, it’s hard to tell which one is the most suited. It should be modulate according to the characteristics of different cases. But in this thesis, we think that the private participation model of Kaohsiung Cultural Center will be one of the better choices. 4. The government should offer stimuli, such as a part of issues funds to subsidize or release a part of space for business use, to increase the inclination of the private participation. And the government should obtain a balance point between the culture and the business, so as to give consideration to the society interests, the government branch and the civil organization. 5. The government should unimpaired the ordinance system, as well as enlarge the encouragement of the private participation of cultural developments as soon as possible. Summarizing above conclusions, this thesis makes below suggestions that aim at the position of the government: The role of the government should change into the direct and assist, adopt active positive attitude, and be responsible for offering a fine investment environment.
