碩士 === 國立成功大學 === 建築學系 === 88 === Abstract To deal with the shortage of public fiscal resources and make effective use of private resource, the government has in recent years adopted the private participation approach, such as B.O.T., as a mean of the development of the public constructions. Among the items of the public constructions, the private participation approach is seldom applied in the public buildings due to the reasons of both the scale of developments tend to be smaller and the public buildings are often categorized as local facilities. However, under a circumstance that the local government is short of financial support, so many large-scale projects of the public construction have ceased to make progress that proposals for adopting the private participation approach to develop have hence come into place. One of them is the arena building. So the contents of this thesis are divided into six chapters. Chapter One is declared the aims of this thesis. In Chapter Two are studies of relative thesis including the public administration, the private participation, sports facilities and business development. Chapter Three is to analyze the current situation and difficulties in the private participation in public buildings. Chapter Four is to research the conditions to develop large-scale arenas in Taiwan, Concluded the above research results, there are some conclusions mentioned below: 1.In the aspect of the private participation approach: When the government brings private resources in constructing public buildings, there must be endowed with a elasticity of investing environment and the profitability. 2.In the aspect of the public buildings: The types of buildings that can use the private participation approach are limited. The proper type is that has the character of leisure, when it has enough scale of development and affiliated. 3.In the aspect of private participating the development of arena buildings4.In the aspect of planning the 4.In the aspect of planning the Tainan Comprehensive Arena.
