Thus, the topic of how to assess the performance of banks is more and more important. There are three goals of this thesis (1) officers can use the trend analysis to find out the problems and the way out. (2) Managers can understand their banks’ management performance by the efficiency of management. In this study, asset approach is used to decide the inputs and outputs. The three outputs: loans to other banks and non-financial institutions, investment in securities and bonds, and non-interest income. The three inputs: labour, capital, and deposits. The results of this study are: The aggregate efficiency of total banks is 0.6712, pure technical efficiency is 0.7566, scale efficiency is 0.8924. The results of comparison of management efficiency are: the management efficiency of publicly-owned Taiwan banks(0.7007)is the best one, then comes the foreign-owned banks(0.6884), and the privately-owned Taiwan banks(0.6471)is the worst.。Through the analysis of X-Y scatter plot, the foreign-owned banks are mostly locate on the area three and four, and Taiwan banks locate on area one or two. The trend plot of aggregate efficiency is obviously that no matter Taiwan banks or foreign-owned banks,they all present in the down trend. Through the shift in technology, catching-up in efficiency and move in performance, although Taiwan banks and foreign-owned banks all get rise in moving performance, they still get down in the catching-up in efficiency.
