To face the eagerly demand of the promotion of industrial technologies and compatibilities and to strengthen the national innovation system, not only the creation, development, and expansion of knowledge and technologies are much more emphasized, but the R&D institutes play the bridging roles of industrial innovations, technological development, and application transferring. The development of R&D institutes which has become the important policy for government is the main source of technological innovations for industries. For sake of the most SMEs in Taiwan, the government usually leads and involves in industrial R&D, which make the R&D institutes such as more critical role, ITRI, a vital position in national innovation system. Therefore, the knowledge management of ITRI is important to the technological supply to enhance the whole industrial technology in Taiwan. This article shows how the characters of technological knowledge and the organizational environments influence the adsorption, storage, and creation of organizational knowledge. The results of the research reveal that under the different characters of technological knowledge, the adsorptive sources, the media for storage, and the creative activities for organizational knowledge will be different. As to the organizational environment, the knowledge-creating members and knowledge training will be helpful to the adsorption, storage, and creation of organizational knowledge. The primary suggestion are as followed: 1.The proper evolving patterns of organizational capabilities taken should be according to the characteristics of technological knowledge. 2.To create an environment suitable for organizational knowledge creating: (1). To develop knowledge-creating members and diverse-skilled persons. (2). To develop technological gatekeepers and cross-boundary roles. (3). To read patents systematically is the best training for knowledge. 3.To create a boundless organization to adsorb external knowledge extensively. 4.To promote an environment favorable to organizational knowledge creating. Environment favorable to knowledge creating can stimulate and promote the knowledge spiral and plays a vital role in the process of organizational knowledge creating, which applied to other R&D institutes is that they have to promote an environment favorable to knowledge creating, including to lead the knowledge creating with strategic intents, to give enough autonomy to R&D teams, to create an environment with creative chaos and repetitions, and to offer diverse skills to R&D teams.
