"Supply" is not the ultimate end of library information service; it is the means. Thus emerged such currently prevailing topics for study and forms for practical services as "library instruction" and "user education". In earlier days, library user education focused mainly on the introduction of library skills. It is due to the advent of the information technology that the library users need to equip themselves with the skills to use computers, internets and some other high-technology media to acquire the information needed. This thesis tries to discuss the issue about " information literacy" in a broader way. Compared with the other types of libraries, the university library is to be discussed from many aspects in terms of the roles the university library should play in teaching and research. Thus this thesis starts from the literature review of university library instruction, in order to understand the university library''''s overall development background in Taiwan and in USA. This background knowledge explains the importance of information literacy to user education in university libraries. In addition, this thesis intends to explore the information literacy essence and spirit by the elements, the traits, and the program of the USA six information technology ( Big 6 ). At last, this thesis learns and draws the inspiration from the other information literacy programs carried out by the university libraries in Taiwan and in the United States of America. This research adopts a study method by surveying the opinions and needs of the Central Police University student body which includes the undergraduate, graduate and two-year college students. The research outcome is collected and analyzed from the questionnaires filled out by the whole student body at the Central Police University regarding library literacy, media literacy, computer literacy and network literacy. With the analysis of the outcome, the author attempts to use this thesis for suggestions about the user education programs in general, and the in-classroom programs in particular, to the university libraries. To sum up, in a campus environment, plan of curricula, teaching styles of the professors, the campus cultural climate, and other the needs of library user education, are the important factors which have great impacts on library user education.
