In this research, under the premises of bilateral contracts model in the electricity market and expected profit maximization objective for every power suppliers during the actual power transactions, the outputs for all generator are thus calculated. The congestion probability on the transmission line are also evaluated base on the scenario of random variation in loading and fossil fuel price. The above result can be used as a reference for open transmission access, pricing of contracts, and spot pricing for independent system operators (ISO). On the other hand, during the congestion situation and under the objective of minimizing generation cost, the thesis also proposed a new method by adjusting generators’ outputs in order to resolve the congestion problem in transmission network system. The proposed method is based on the Kirchhoff’s Law, which then combined with the flower proportional distribution and linear programming to determine the generator outputs after congestion. In addition, the thesis further proposed using the proportional distribution to calculate the transmission line losses that have to be shared by each of the generators. And hence, a fair and justified solution for solving the transmission line losses can be attained after the electric utility deregulation.
