In accordance with the carrying capacity of environment to describe the situation of sustainability of aquatic environment. The major process is collecting the essential information recently for significant reference of environmental database in the future. Around the fields in environmental water quality, this study cooperate the definition of United Nation indices system (Driving force-State-Response) to correlated indices with the basic spirit on carrying capacity of receiving water. The main project establishes a sustainable indicator system of water quality that included main target, sub-target, index and sub-index layers. Sustainable development indicator (SDI) divides into river and reservoir, and defines a 0 to 1 scale for the sustainability. The evaluation method of SDI system include transform formula and weighting factor. A case study of SDI evaluation system applied on Chou-Shui River. It reflected shortages of sustainability and provided essential information for decision-making. The sustainability of river tended to keep well, but needed to construct sewer system to treat domestic wastewater. The trends of sustainability in reservoir were deteriorating year by year.
