Having reviewed the trajectory of quality development, we found that quality was still considered as intra-company activities. This research makes the inferences that the change of production type within the industry, consumer awareness (of quality),and government’s effort (toward quality) can exercise huge influence on quality viewed as extra-contextual factors of quality besides the techniques and management viewed as intra-contextual factors of quality. This research intents to verify the above inferences and construct a contingency model of TQM. The purposes of this research are to: 1. improve the technical and management factor and build the complete Quality Contextual Factors, 2. provide the relative information for the government in its decision making in the field of quality control, 3. provide the reference for the firms to introduce TQM or other quality related project. The data were collected through a questionnaire in subject to the stock market listed firms in Taiwan. The conclusion are presented as follows, 1. Quality Management and techniques involvement (supply side effort) can explain a significant portion of variance in subject to the quality but not to the financial performance. 2. The change of production type of the industry (technology advancement) can explain a significant portion of variance in subject to the quality and financial performance. 3. Consumer awareness (demand side pressure) can explain a significant portion of variance in subject to the quality. 4. Government’s effort can explain a significant portion of variance in subject to the quality. 5. Under the trend of globalization, none of the firms can have a good performance by focusing only on the aspect of management and technical factors. Also, we need to consider the changes of the technology types of production, the raise of consumers’ awareness and the efforts that government exerting on the quality policy. 6. This research also shows that 95.9% participators believe the efforts of government carrying out the quality policy will strongly affect the firms to improve the quality levels of their products and services. But only 25.2% feel satisfy about the current government’s effort on quality.
