Hence, knowledge-based assets (intellectual capitals) are gaining significance and knowledge management has also assumed a more important role in building the foundation of core capabilities and competitiveness of enterprises and industries.
Accordingly, a research was conducted to observe particularly the knowledge management system adopted by the knowledge industry. The so-called knowledge industry is an industry that is built on the production, distribution, and application of knowledge and information. For the sake of observability of the subject, the Industrial Technology Research Institute (ITRI) was chosen as the case organization, and an exploratory study was made specifically on the structuring and the promotion of the knowledge management system of its industrial information service. For the collection of primary data, in-depth interviews were conducted by the author with scholars, experts and the relevant internal staff of the ITRI. As for the secondary data, they were gathered through literature reviews, case histories, and analyses of the filed records on the structuring and implementation of the ITRI''''s knowledge management system.
After a deliberate study, fact gathering and arrangement, eleven propositions were developed. They are: 1. The extent of transfer from tacit to explicit knowledge varies with a person''''s level of understanding and method of propagation; 2. Differences in the area of expertise and the position of analysis can result in different tacit and explicit knowledges; 3. Each tacit knowledge has its unique transferring method and carrier - if multilateral viewpoints and interests are of concern, the better method is a conference; whereas if the history and the analytical experience of a specific industry are involved, the more appropriate method would then be a tutorial approach; 4. Tacit knowledge is better propagated by person (expert) due to the professional complexity of the case organization, whereas explicit knowledge can proliferate more rapidly through computer technology (especially the Internet); 5. Human is the best storage media of tacit knowledge which is implemented in the form of expert system by the case organization, but documents are the more appropriate means of storage for explicit knowledge; 6. In the course of promoting knowledge management system, the organization''''s existing management system and corporate culture are likely to face impacts, therefore it is necessary for the executive in-charge to exercise determination and support, and to create a more open and sharing culture; 7. "Seed Instructor System" helps to relieve anxiety as well as emotions, forming peer pressure to cushion the impact confronting the organization; 8. A well defined objective of knowledge management system will increase the chance of success of the implementation and promotion of the system; 9. An organization with ISO9000 quality systems already established and certified are well-suited for the promotion of knowledge management system by virtue of practical experiences; 10. The knowledge management system actually creates new knowledge through vertical integration as well as horizontal integration of different kinds of present knowledge; 11. Clients are the main sources of knowledge to a consultation business (ITIS), and knowledge remains in that business after sales, therefore, the more cases the business deals, the better the professional capabilities it can develop. Lastly, based on the eleven propositions, this research concludes with several specific suggestions for futher study and the makes some operational practicalities for the strategies of structuring
and promoting knowledge management system.
