Many corporations proceed with reengineering to response the market transition. Process reengineering and information technology (IT) are two important concepts of reengineering, which are heavily employed to enhance organization performance. Reengineering is a radical and overall change. Information technology can facilitate reengineering to better improve organization performance. There are many successful examples of the business organizations keeping up with the modern trend of reengineering. The public institutions of government are necessary to fit their culture in involving in the reengineering movement aggressively. Like business, the government can also provide higher quality of service by bringing in information technology to assist in doing so In this study, the goals are to understand the current situation of government reinvention and to analysis the key factors of the enabler and obstruction as well. This research exploits the survey method. The survey samples include the officers of the county and city governments and the general public, citizens, in Taiwan. The suggestions are proposed to both the government organization and the relevant study finally. Based on the conclusion, this study finds that information technology and government reinvention complement to each other and both would promote the organization performance. But there is a large gap between the recognition of importance and the real situation of implementation. Such a difference, especially, exists in the execution of government reinvention. The research extrapolates the main reasons, which cause the government reinvention to progress behind, are that some local units would not understand the related projects and action plans about government reinvention sufficiently and they are also lack of motives of participation. Hence, the outcome is barely satisfactory so far. From the responses of the general public, higher service quality provided by the government is anticipated. Even though the government improves its service quality continuously, most of the citizens still seem to be unsatisfied. There is always a room left for improvement. To sum up, government reinvention can positively affect the organization performance, particularly plus the help of information technology. The significance of its impacts is reflected in the quality level of service, in turn, the satisfaction of service quality perceived by the general public.
