碩士 === 中華大學 === 土木工程學系碩士班 === 88 === ABSTRACT Since 1993, Water Conservancy Agency had been to carry out the “Construction Process Evaluating System of Contractor”. Recently, the factors that affect this system were changed so much, including the construction environment, the revising decrees and rules etc. So this system became hard to proceed nowadays. In this study, we interviewed many specialists and engineers about this system, and we got many useful opinions from them. We analyzed and combined these ideas, then proposed the optimum plan to improve this system. We hope the concepts from this study can be implemented to this system, and make all constructions achieve the goal of optimum quality, the shortest construction interval and the best efficiency.
